that type of weapon is nothing new, however setting it up for use in a suburban area is just about the stupidest thing I've heard of in a long time
considering that the projectiles from that will not be stopped by nearly anything that they shoot at short of an armored vehicle (even then its questionable), it's the equivalent of guarding that location with bombs. in a suburb. absolutely stupid. if they ever need to use that it's pretty much a guarantee of killing many innocent nearby residents from stray fire
