It moves the bandwidth burden away from webhosts and onto ISP's. In my opinion, Comcast is just trying to stifle this technology for that reason.
Unless I misread the article, it seems they are targeting specific p2p software - the ones most popular for illegal file sharing. I don't believe they are targeting the technology itself.
