It's all about competition... anyone can put up 100 links on a homepage and everyone gets the traffic back (even though most of the time anyone below 15 or 20 won't get even close to the amount of traffic the top 10 get), or everyone can compete for the top 21 spots.

I look at it like this, say the website has a many people sending traffic, but only the top21 traffic senders make it to the pyramid, which means the people on the pyramid will be getting return traffic FROM EVERY SITE sending traffic... So basically the top21 get everything, it's all about competing to be in the pyramid.. and then working your way up... and clearly just like anything else in the world, the top is the best... ie: the higher up you are the more return hits you'll get.
