Be careful how you word things on the site, I wanted once to make a transfer site (ie. a site where people could exchange epass<->pypal<->neteller etc...) but it's against most of their terms an they would shut down the accounts. I suspect it's why no one has made such a type of exhcange site yet (aside from a few amateur looking ones that probably don't know about the terms).

Funding will be no issue, but if they see you accept funding and then allowing withdrawals across the same types, you get into money laundering areas you probably don't wish to deal with.

An example would be a poker site, where I play they accept many forms of funding, but if I fund with epassporte I have to withdraw it via epassporte I can't witdhraw it with say Neteller.
