I saw http://www.123thumbs.com/hits/ today... anybody knows 123thumbs, and anyone know what the heck they're doing with this? Copying the first few k of all big sites out there and putting it in a HTML file with the domain linked to 123thumbs.com... Not very ethical business...

Hun, it could be as innocent as a log of their top referers - if they were hoping to fool SE spiders, the individual html's are to deep in their directory to be picked up (unless they have submitted that actual page - and even then, most search engines don't bother).
They haven't even got decent metas in the heads of the individual pages, and no metas in the index - just see it as an extra point in your link popularity.

I have a question about meta tags, If you put something in like meta-equiv = content text/html does that tell the spider to base all your content as the description?

It's called page jacking, or theft of intellectual property. I advise if you find that your site has been ripped off, that you contact the search engine(s) If you save the source code and prove your case this will happen;
