I always thought if Al Queda were competent they'd focus on easier guerrilla tactics, such as setting fires in prime locations or other such relatively low-risk but high damage maneuvers. Inject some poison into main water lines a few miles after the the treatment plant, drop a couple of matches in some beetle-killed national forests, run through a couple of large cattle farms and infect the livestock, shit like that.
