You may be thinking of a statement that he made that was interpreted as him claiming to have "invented the internet" in 1999
Was poor wording. I heard him say the exact same speech-point 3 years earlier as he addressed a graduating class in Cambridge.
"During my service in the United States Congress, I took the initiative in creating the Internet"... even then, there was a murmur in the crowd and people saying "did he just say what I thought he just said?"
But still, I think it was made out to be more than it was.
