The fraud situation is shocking, but in some ways it has become the current scapegoat for a lot of other issues.
In our case if we do an examination of server logs and take a look for visible evidence of Zango, Hotbar etc. it is very rare to see them.
There is so much back end stuff that people here don't know about...These days a lot of banks are even default declining transactions made by IPSP's. This kind of stuff affects ratios far more than Zango.
