That's not what he's saying - he is saying that when the script check the link code, it comes up 302 (redirected) and unless their script allows it, it might automatically be disqualified before anyone gets to see it

It's not exactly rocket science to check that the link is htt p://refer.ccbill.com/ and if it is you don't even have to check the fucker in the first place.... too many amateurs calling themselves programmers out there..
