I do agree that all loud exhaust/muffler noise should result in an instant impound of your bike or car. Only allowing you to either tow it out after you pay your fine or being forced to pay their and not your own service mechanic to remove the devices before you are allowed to leave.
Second offense should be an impound and twice the rate and forced removal.
Third offense should result in having it crushed, on video and in front of the person then also posted on every tube site.
