Need advice on a Catch 22

A person I know lost his wallet. He went to the DMV with his birth certificate to get new ID. He was told that he had to present his social security card which of course he did not have since he lost his wallet. He then went to the Social Security Department and they told him he could not get a Social Security card without ID. Both departments said that this is current policy imposed since sometime after 9/11.

This presents the Catch 22. Has anyone here had this problem and how did you resolve it? My only advice to him was to write to his congressman about this Catch 22 and see what the congressman advised.

ive seen this very instance and i never seen it resolved... both require the other and neither will budge without the other...

the person in your case may have a chance, they have lived there for awhile? Im sure a landlord or something of the sort can get this settled... or help...

the case I seen was with a guy that had just moved to town and had his stuff stolen... either right after arriving or while coming to town.. had nothing but his car... he couldnt get a job without a social security card and id... couldnt get a place to live... i dunno what happened to him

      heres a bump

Ok. Watching McGuyver can come in handy. Twenty years later. I suppose.

Get a notorized copy of your birth certificate. With this, apply for a passport; you can have the picture taken at any Longs/Wallgreens. They won't ask for ID. Take your documentation to the nearest post office and pay the incredible fee to have it processed and mailed. This may take a couple months unless you pay for expedited shipping. This can be used as proof of identification.

Why do you need a Social Security card to get a license? you don't have to be a U.S. Citizen to get a drivers license.

You have to have ID to get an ID or drivers license. He has his birth certificate but that is not enough ID so they demand a Social Security card along with his birth certificate as well as proof of residence...which he also has.

Does he still have his last expired license or a Passport?

some other ID's that are acceptable the the Department of Homeland Security are a Baptismal Certificate, Census Record, & a School Record, so I would think they would be acceptable for the DMV.

Has that been since 9/11? When the offices open today I am going to call the Social Security Department and DMV so I will have first hand information as I believe there must be a way to comply.

Well...I called and talked with both departments. He does not have anything that will satisfy the DMV. Social Securtiy had originally told him that he had to have his birth certificate (which he has) and a picture ID from either a drivers license or state ID card or a passport (none of which he has) and that they are not any substitutes.

I went online with the Social Security department and it states that there are certain substitutes that are accepted in place of the picture ID and one of them is a current health insurance card with a date of birth on it (which he has). So he is going to go to the Social Security department Monday and give it another shot. Once he gets a new Social Security Card issued he then can comply with the DMV.

If none of those work, have him go meet a local congressman or even somebody from the city council. They will be able to help him out.

My purse was stolen two months ago. Inside was my drivers license, sheriff card, social security card, medical marijuana card (issued by Nevada DMV), and my passport.

What I brought in to get my replacement drivers license:
                                  - old tax return (proof of social security number)
                                  - credit card
                                  - utility bill
                                  - photocopy of passport
                                  - copy of police report

DMV told me over the phone that this would not be good enough. However, it was.

In Florida you can do it online for $10 - you just need to type in your social security # and birth date - and they mail it to you. No other verification needed.

I had a similar predicament and it was a pain in the ass to resolve. Fortunately I had an old passport, sent it with the paperwork to get a new one to the consulate, called them up and said I needed it asap and they sent it back in like a 2 day turn around. Made an apt to go to homeland security, explained I had lost my permanent green card and they stamped my new passport saying I was legal and that was valid for 6 mos until the new card would arrive. Took the stamped passport down to DMV and got a license that was valid until the stamp in the passport ran out then when I got the new permanent card I went down and got a license that is good untl 2011.

I faced a similar situation, although it was pre-9/11. I took a notarized copy of my birth certificate and military discharge (DD-214) and was issued a new Social Security card.

Tell your friend to ask them if that means he doesn't have to pay social security taxes... j/k

You actually have in your possession a "sherrif's card."

When I applied and received mine, they didn't give me anything, just said my SS# was my sherrif's card.
