Some suggestions:
CamWithHer (SNRCash.com) is a non-nude chat site and the babes they have are un-fucking-believably hot. Though the promo materials last time I checked are almost non-existent. They are under CCBill.
CamContacts (CamSense.com) has a Glamour section that features either non-nude or topless models only. They don't seem to have that category in their iframe banners yet, however the Girls Home Alone - A Little Shy category is basically the same thing.
Other sites like Imlive and LiveJasmin offer Dating and related categories which may or may not be what you are looking for (Many of these girls are just non-nude performers anyhow).
You'd have to contact sites specifically to see if they have filtered ads or can do something custom for you.
