it isn't impossible to get a passport out of China. Plenty of people do it every day without issue. What your friend may not be telling you is his situation or circumstance. As an example, if one of his family members has been involved in anti-government activity, or if he was somehow involved in student protests in the past, he may find himself on a list that prohibits him from getting too far ahead.
He may also be in a position where the exit visa is available, but only with certain conditions or fees, which he could never afford or live up to.
He may also be in a position where he took schooling or other benefits from the government, and in return agreed to a work contract for a length of time.
China is a very complicated country, and many Chinese people are embarrassed to explain the true reasons why something cannot be acheived... or they may not legally be allowed to discuss such things.
(PS: My girlfriend is a citizen of China. I know the drill all too well).
