Had good experiences and bad with Filipino designers. The current designer we are working with is excellant and creates great galleries we are very happy.
I guess you have also found a good freelancer to work with. It can work well. I'm not the biggest fan of outsource companies the designers you get there just aren't upto a good quality level a lot of the time.

I think creative talent is something individual and has absolutely nothing to do with heritage at all. I guess education would be the only key to bring out this talent. Filipinos are great people and I admire those of them who become good professionals despite the fact that the education there really sucks and is available for the rich and priviledged, only.Comment

I allways heard that germans designers and all countries arround (belgium, netherland, etc..) are the best designers.

What you should be concerned about is when these guys start turning into webmasters (ie., actually competing with you for traffic and conversions). Since I own my own programs (both public and private ones) I have no problems with that. Many of these guys will ultimately wake up and realize that the real big money is not in working for someone else but working for yourself. Of course, its not easy working for yourself (those of you who started with jack shit in your pocket know this) so many will remain employees and make money for others. That's okay with me... I pay well anyway.
The guy I outsource all my design/php/traffic shit to makes over $4K USD a month (not including bonuses). That may be shit wages in the US (Hell, I lived in both SF and Manhattan and 4K won't last long there). I started him at less than 300 bucks a month and he's proven himself many times over.
I do need my worker in the US though because its a bitch communicating over differing time zonesComment
