Arles is what I use for making normal photo galleries
for gallery submitting you will have to ask someone else
Gallery by Menalto is another great server side app that creates online photo galleries for youComment

If you are just showing personal pics, and stuff like that use gallery2
it's free, does video, watermarking (dynamiclly) and lots more.
http://www.sharkyfarts.com uses it for the chio galleries. Easy to customize the look too.

I don't know of an off the shelf one unless you go with NATS.
I'm sure there are some coders here that can fix you up very reasonable.
