What did his audience shrink too? From 10s of millions to maybe a million max?

I am a long time fan so I care more about my enjoyment of the show than the stats of how many people are listening. I think that the show is better than ever since now they can talk freely and have a better show without heavy censorship like they had on terrestrial radio.
Meanwhile, terrestrial radio is dying and that industry while still huge, is in free-fall. Sirius Satellite radio last reported over six million subsrcibers total, which is nothing to sneeze at. They aren't all listening to Howard every day but probably a good fraction are. The Howard TV On Demand pay service is quite entertaining as well.
Howard is still so influential even in the new venue. There has to be a half dozen tv shows based directly off his material on right now since almost every writer and creative type in Hollywood is a long time fan.
