That aside, sorry about what happened. My last few flights I have found TSA inspection notices inside my baggage. They might be able to narrow it down to whom might have taken your hats, or even recover them.
In any case, don't let this spoil your trip...

There are locks you can buy that are OK to use. I think Brookstone sells them. Also try what Kathi at NatNet does - she gets those plastic ties that you pull tight and locks them with those. If they need to open it they'll just cut them, but then you're out like 2 cents. ;)

I quit mailing cool postcards, and now put them in an envelope instead, since I figured the sorters at the post office were stealing them.
You might try turning the hats inside out next time you travel, or put a decoy hat on top that says "TSA" or something.
