I've tried a few dozen and the absolute best I've found is
PHP Designer 2007. It has the best autocompletion of functions and variables that I've seen... no matter how many includes deep you may have created them.
And the manual, doc and phpmyadmin integration is awesome.
It's beaten all the others hands down for functionality, in my opinion.
