Congressional leaders, including John Warner, are saying Bush lied to them about what he was doing. No one has 'proven' it to be illegal yet because he hasn't been prosecuted yet, but he will be. They're going to have to release a shitload of terrorism suspects because of his (once again) incompetence. He didn't get the info to hold them legally, now that info can't be used in a court against them and they'll have to be released.
