17 is on the edge, but here's the alternative if you are the parent and you have had multiple talks with her about it.
Either you are involved and make sure she does it intelligently and safely, or you wait until she is 18, doesn't research properly, gets a botched job and then needs surgeries to repair the work.
Why do some of you automatically think child abuse or parental issues? Maybe very small breasts run in both families.. there could be lots of reasons. If the doctor did a thorough history and wasn't a quack, then no 17 isn't too young, but it is certainly a case by case question.
