In the near future, I think The Google Webmaster Tool is the only way they will list your site in the top for any search - I hope

I agree with you partially, but I think your 99.9 number is off target. A percentage will skip the gibberish, but I bet 80% get tired of reading the text descriptions in google and just click hoping to get lucky. In that regard, I bet the webmaster gets a good 40% click per search ratio.
I don't think he's utilizing the clicks very well though. The redirect page isn't very attractive, I didn't even bother to read the article or whatever is on there, so even though he might get the traffic - it's not being monetized, I bet.
