They want it grey easier to fuck you with it.Wouldn't be great if there was a list it would be very cut and dry but that will never happen. The government was going to regulate the movie industry then they self regulated and that saved them from that. That will never happen in porn, I also think since people dont see people getting arrested every day they assume its safe but its not its more like a evil lottery.
