but that leads back to my original question, can I safely start all over by opening a new adwords account under a different name to advertise the same site?

because they started out only charging me 5 cents a click and I got lots of impressions before they jacked me up to $5 a click, now no matter what I change my ads to or how relevant they are, they have me at $5 or $10 a click... so how do I restart at a reasonable price? it seems like trashing the account altogether might be my only solution, but not if google has the site that I am advertising as being flagged as a high price per click customer?
