Fine. The only problem is, they were not President. They were, for all intents and purposes, advisers.
Is he saying that if he wins he will surround himself with advisers with short resumes' and little experience (like him and Bush)? Or will he also surround himself with old school?

What he's saying is that experience isn't nearly as important as judgement.
He also said tonight that usually we look for experience because we hope that with experience one develops better judgement. Unfortunately that hasn't been the case.
Also, FWIW, unless you count being first lady as part of her resume, Hillary's has less experience than Obama working in government.
