I agree that he probably could be restrained. But here's a guy taking advantage of someone that's passed out and can't defend HIMSELF. Restraining the guy would stop it this time, but if the guy awoke and gave the guy a smack in the face, or heaved a bottle back at him, he might think twice about doing it again in the future.
Most people probably wouldn't respond that way because he's in a wheelchair, and imho anyone that would do the things he's said to have done, bloody well knows it too and is just taking advantage.
I'm the last guy to advocate violence btw.
