That's because they continue to file appeals their entire lives. I remember watching a program on television where some inmates (who are not even on death row) have filed 2500+ court cases themselves, all on the taxpayers dime. This is the shit that needs to be reformed.

These guys know how to work the justice system and they do it till their death costing everyone a ton of cash, you cannot kill someone until all appeal attempt s are exhausted.
