1) You create a public awareness that downloading torrents is illegal. That's a thing the the porn industry is missing at the moment. Both downloaders and webmasters seem to have no intuition at all about copyrights nowadays.
2) Sueing the endusers will create this awareness. You can't get much money from the downloaders, but if you enforce the law on some of them (without exception), the result be more than worth it.

To do this, the industry needs an institution that downloaders will learn to fear and that centrally deals with the legal requests of the copyright owners.
I'm thinking about a non-profit organization, sponsored by the industry's leading companies.
I think in most cases it's the industry's leading companies (as far as the adult industry) that is actually posting most of the content there.
