People here are fucking stupid man. The highways here like I said, are one lane each direction plus a paved shoulder. People pass each other with traffic coming in the other direction and people just move over onto the shoulder to let each other past. This is completely normal driving behavior in this country. Also, cars have right of way at crosswalks. Its fucking TERRIFYING here.

I've seen everything from drunk guys walking alone on pitch black highways in the middle of the night, people riding horses, farm equipment, horses pulling carts in the middle of the night with no reflectors or lights, people drunk on bicycles.

I doubt it was the person who hit him's fault because there is next to no traffic on the road. The guy on the bicycle was almost certainly drunk and probably swerved into the path of the car. Alcohol here is a huge problem. Everywhere i go i see people passed out or throwing up in the middle of the day.
