there is no one that can stand up and say that this kind of thing is
1) not easier to do than ever
2) condoned by the lack of enthusiasm to end it
3) not going to hurt affiliates hard
4) not going to hurt sponsor programs hard
there is no argument to be made on the opposing side that its helping out any of us. so, why isn't the industry doing something about it? i can tell you.

there isn't and never will be unification in this industry. many don't know how close the .XXX thing really could have been, and the close call thait it actually was. how many that are big in the biz tried to throw all of us under the bus in one fail swoop.
