While not technically of French heritage, his "military genius" was exhibited and tested while leading the FRENCH army, not the Corsican army (did Corsica even have an army?)
Thus he is described as a French military genius for that reason.
A better way to word it would have been "He was a great military genius of France", naming the country he represented rather than implying he was French, which as you said, he is not.

And does it matter? Between the 16th and 18th centuries in Europe there were constant wars between nations some gaining terriroty at some points and losing at others.
I'm reading The Rise and Fall of the Great Powers by Paul Kennedy right now. It's absolutely incredible how much fighting was going on in the pursuit of economic, national, and religious power and domination. I guess it's never really ended from the Habsburgs, to Napoleon, to Hitler in the 20th century.
