That would be the easiest..drop off pure smack and let them go at it.Give them what they want.Blame it on sickness or mental disorder but when welfare is their only means of support and stealing from people only to get that next hit,I have no sympathy

True enough,unfortunately they leech off society until that day finally happens.If they finally get rounded up ,the justice system slaps them on the wrist and they're out in a couple years in order to do it again.

Seriously, this isn't such a bad idea. You wouldn't need it to be an island, either. Just make a spiral of uncut coke, plain on the ground. Soon enough they'll all be in the middle of it.

Just add more coke to the center and everybody should be happy indefinitely.
