No, never, as long as it's legal and doesn't install shit like trojans.
What's blackhat ? What's whitehat ? What's in between ? All this reporting just leads to EVERYBODY making less, because a guy who loses income because you report him will go out and report others because he feels pissed. It goes on and on.
A friend of mine runs a free blog service (mainstream). As soon as a blog on his domain hits the top 10 in google for almost any monetizable keyword, there is a double digit number of spam reports, even if it's just one listing and the site is completely legit, unique and useful for the surfer.
Conclusion: Few spam reports are justified, in well understand it in your special case. Most are just done by people who want to fuck you because you are better. They suck @ the internet and want to vent their frustration by hurting others.
