Your other items (like how many times they try to get you, etc) depends on your area. Some states (and Canadian provinces) will do "guilty until proven innocent" or will set a court date, and if you have not been served, issue a warrant for you to appear. Failure to appear in some states can lead to revocation of your license to drive until you appear.

exactly, great points, let me throw out that so many people have reflective plates, while it may be illegal, id bet cops dont pull people over for it that much, so id almost take the risk.

almost, problem is i dont want to risk coming back from a barbecue or something and having 2-3 beers there, i dont want some cop with a hair up his ass having a bad day finding a reason to pull me over.
