I found a utility called ThrottleWatch which shows if the CPU is TM1 throttling... but it seems the Pentium D can do TM2 throttling as well. I'm not sure if this util correctly reports that.

I set the BIOS to overclock by 10% and use a less aggressive fan profile but strangely enough the CPU temp is similar when it's under load... perhaps it IS throttling but I just can't see it. I'm not sure if I am game to try overclocking it further to see what happens.
