They tax those that don't have a voice (or a voice that they care about). If they imposed a tax for lawyers and doctor's offices it wouldn't go anywhere: They are considered a "somebody", club owners and patrons are not.
(And yes, I know that the lawyer/doctor offices aren't, typically at least, on the street, just trying to make a point
