I think here I'd have to disagree, your environment usually provides you with the notions of good and bad.
For an extreme example to illustrate my point, let's say you are raised by a serial killer and they teach you there is nothing wrong with killing someone. You go out and kill someone and don't feel remorse because you don't know it to be something bad. What force is behind those notions in this case?
Or another example, when you are your dad teaches you to lie, steal and cheat to get ahead. Many people will consider that behaviour morally wrong, but you won't if it's how you are raised.
Of course later, these people might change their opinion but it will be because something/someone makes them realize it is 'bad' (by society's standards)
