I thought MVC was supposed to screen for that? I solve it by not accepting cards from outside of US, Canada and Mexico and I verify every one of them myself.

The reason I accept those cards is that I can call and verify them free. BTW, what do you mean by "mexico"? There is more money here than you could imagine
