This sounds like just anyone could run their own scratch and win lotteries. I know in Manitoba that's not the case. Not sure about Nova Scotia.

Do you have a lottery number? Do they even issue them in Nova Scotia?

Glad you brought this up... It would be illegal for me to sell scratch tickets yes... however... I am selling envelopes and/or taking donations... The scratch tickets are then given free which is allowed without a license.
