I'm using PhpList.
It's a standard inclusion with Fantastico if you have Cpanel inlcuded with your hosting.
If you don't have Fantastico you can also download and install it yourself from here:
http://www.phplist.com/
I find it pretty good. Pretty easy to setup and you can customise your subscribe and unsubscribe pages.
