He's standing on a steel platform, painted white. Most likely there are steel supports going up his pants to a safety belt under his clothing. Because he doesn't sway back and forth he's not being lifted from above, he's being pushed up from below. Probably some form of pneumatic platform. -

That illusion was pretty simple. He was standing on a pedestal which elevated him and then brought him back down. I know you couldnt see the pedestal, it was camouflaged through light, mirrors, and who knows what else.
Notice his feet do not point downward and his legs never spread apart, not even a little. If he moves he could fall off the pedestal.

I highly doubt it was a pedestal. More likely there was a wire strung between the roofs of the two neighboring casinos (which are both higher than the Luxor) which crossed over the peak of the pyramid and then another wire was attached to this and used to hoist him up. If YOU were 'suspended' in midair 10 feet above the tip of the Luxor would you rather be hanging from a wire or trying to balance on a tiny pedestal?
