Signore, from a pool, many Internet service providers provide half the dynamic internets IP users. Stare in guardia when your organization looses clients. No matter signore, there is no way to reliably predict IP address usage. ISPs will move their blocks. Today what was once dynamic is now static and vice versa. We can easily change our IPs to Shaw, Rogers & 50 state Comcast or any other ISP IP. You must be willing to block all .edu blocks. Scommettere l'ultimo centesimo, it's not a good suggestion signore.
