regarding offhore banks it's a pain, though there's one Swiss bank where you can open an account without travelling there, but Im quite sure they want you to deposit more than $400 there...
if you want a credit card to be able to pay online for stuff though, you can use a polish bank
From what i know - in Poland, there are banks which offer debit cards that act like credit cards online, which you could probably use to buy submitpasses etc. Then again, not sure if it's worth spending everything you got on submit passes?

yes, but that banks sucks for the reasons I mentioned... but if there won't be any other way I will use some or I will ask someone to do that for me just for this SP... is it worth? I don't know but there is not much other possibilities to get good passes... and galls are the easiest way for person that doesn't have money I think...

Programs, yes I actualy do that for over 1 year now, but services as you can see not quite...
