i'll post up here for others who wondering the same:
ICRA is a labeling method created by an organization that is now called 'Family Online Safety Institute'... which has supporters that are of an anti-porn nature.
The RTA label was created by ASACP, an organization funded by lots of adult program names you know, which has the mission of looking out for adult biz (asacp member's) interest on child protection issues.
Wouldn't you want to support and industry solution rather than an external one?
There are software vendors who have included the RTA label for filtering, and like the chicken-and-egg story, there does need to be a wider level of adoption of the RTA label for outside industry people to take notice.
If industry business owners don't "self-regulate" (and i hate that term) and add on filtering labels, congress has already promised it would do so... backed by some bills floating up on congress to make labelling mandatory.
