I would think they know their business best, and though it would suck to swap a lot of links... that's the nature of the biz. However, why do they want to change back? Can't afford it? Can't write the checks? Too many flaws? Too much work?
On the other hand, that seems like a move some shady company would do to fuck some people over, just the same as how some of them claim when going to ccbill to NATS/MPA that the OLD ccbill links will no longer work.
