If we're talking about a genuinely permanent link on a blog that gets thousands of hits per day, then maybe. I mean at the end of the day the page ranking isn't as important as the traffic. I had a PR4 that got far less traffic than my PR3 sites. Sadly all my sites were neglected and have no PR whatsoever now, but my point is valid.
Would need far more info though, such as how much traffic the PR3 gets, what the url is and how you accept payment. And like everyone else I can't be arsed with ICQ!
