Okay NOW we're getting somewhere.
Mind you, Bush granted the 'executive' office these powers without the need of Congress.
Now let's say a disaster, natural or manmade occurs, the 'executive' in charge can do damn well anything he or she wants.
Notice I didn't say 'Bush' would. Why? Because if there's a disaster and he's incapable of fulfilling his duties, then Cheney or Nancy Pelosi then becomes the exec and THEY now have that power. Or worse ( if there is worse ) look at the chain of command of who would be president and ask yourself if you would want that person in charge with those powers.
