Not all webmasters operate within the USA and not all content is depicted as hardcore situations. I am sorry but I do not see what the problem is.

Quite a few non US companies don't care about 2257 documents, especially not if the models don't look marginal.

As far as I know ...

NON USA Webmasters do not need 2257 docs unless THEIR country demands it OR they want to give content to USA based webmasters.

There are a several studios that do not mind licensing to those NON USA based webmasters.

They are still waiting to hear the final 2257 ruling BUT don't want to give out performer's private information so they're mostly holding out. They don't mind being referred to as the custodian of records like the past regs stated so they are just biding their time for now in most cases.

Can't say I give a shit about USC 2257 - the laws don't apply, but as a matter of habit, always ensure talent is over 18. The latter is a common requirement in a number of countries as well as the US.
