I have no idea what you meant saying "the rest of us", because I would did the same thing. There is no law in Russia that allows one to keep the "treasure" he/she found (doesn't matter if it's "dirty" or not) in a same way as it doesn't allow to steal the money form someone's pocket, kill a human or do other illegal things. Do you and "the rest of you" don't rob and kill just because you are afraid of the law finding out, hidden cameras, set ups, etc?
I just recalled one case however. When is was some big blackout in one of the US cities (I believe it as LA) the ppl there started to rob the markets, crash storefronts etc. So I think that fear of hidden cameras, set ups etc is a major thing in the States. However... I don't remember such cases here in Russia (including the similar blackout about 2 years ago in Moscow due to some serious crash on one the Moscow's power stations)
So I believe it's just a difference in our mentality. Some people afraid the law, but others just respect it
