The question should really be, why is CCBill still processing for a site that doesn't have any of the 2257 docs for that content.

Webby it's amateur content grabbed from newsgroups, that site doesn't own the content. Infact it's highly possible that some of the content is underage, so that's really the concern imo.

Since the site doesn't own the content (it's stolen) it doesn't have any docs to prove the models are over 18. CCBill is processing for a site that by default is breaking their rules regarding 2257 and more importantly Mastercard and Visas rules regarding 2257.
