Can't say for the US, some folks are looking at it now, but for a fair number of prime wired countries, this type of stuff is already illegal.
Better say... the legalities may vary from country to country, but the basic principle is that it is prohibited to dress talent up and present them as something they are not - eg underage kids - tho this also usually has to be in a sexual scenario. The laws also vary in name.. some are extensions to obscene publications acts or can fall under child protection legislation (tho, it hardly has much to do with actually protecting children since there are no "children", but mainly along the lines of pandering to pedos).
TeenRevenue will argue the models and 18 etc they have 2257 docs and proof of age etc. Fine... but draw the attention of the law and legislators to these sites and you can guess what will happen :-)
What TeenRevenue are doing is not new - it was done decades ago in other countries and they felt a need to terminate it and introduced legislation.
